Carb/fuel problem on a Nighthawk CB700SC

I'm having a problm with my Nighthawk - as it accelerates up to 4300-4600 RPM's it develops a loss of power or lugging.

Doesn't really matter how much gas you give it - but once it accelerates out of it - hold on...it takes off until about 8400-8600 RPM an ddoes the same thing up there.

Any help would be appriciated.

Things so far done:
- carbs pulled off, inspected and re-assembled (all looked clean - including diaphrams checked)
- fuel filter replaced (possible problem here with too much fuel line)
- gas tank removed and professionally cleaned and coated inside.
- air filter (K&N) cleaned, oiled and reinstalled.

Sounds electrical. Is your bike a Points machine?
