Try a Yamaha V-Star 650. You can get a used one for around $3,000. They are a nice looking cruiser type bike. I have been riding mine for over a year and love it.

A buddy of mine just bought a used 883 sportster for $1500. I think he said it was a 1990? I looked at it today but who can tell one year Harley from another.

That's very cheap! I see quite a bit of 883s from the 1980s for sale for around $3000 or so. ANYWAY, Harley does make a user friendly bike, starting on a 250cc bike isn't a requirement. In fact most people don't wreck harleys and cruisers because they're too powerful.
But for $3000, you'd have a nice down payment
