them instructions are wrong.if you stop turning insert in when it becomes flush with the frame when you put a bolt in it and tighten it up the upper thread of the helicoil will pull up then it will be between whatever you are bolting to it.you are supposed to go one and a half turns past flush to keep this from happening.
