We were discussing differences in names of technologies and what those names referred to.
As far as CART and Indycar? Nah, honestly there are no racing leagues today that really push the envelope of what's possible, they're all limited by standard something or other. Closest I can think of is WRC, and it's limited by the engine size and weight restrictions.
