Currently is a cell phone with internet access the only way to get weather radar information while riding? If so what type of cell phone is suitable for riding (screen bigger than a tiny one please) and just a quick peak at the radar as well as the type of internet plan? I'm stuck with Verizon (U.S. customer).
I have no needs or wants for any other internet things
Phone options and plan options are?
Also I have a Garmin Zumo 220, is there any radar weather available for these?

Use my iPhone (AT&T). Pretty decent screen. As far as I know Verizon offers iPhones as well.

I don't mind riding through rain but I prefer having my rain gear on before it begins to rain hard. Nothing like wet undies for the remained of the ride.

Sprint has the lowest unlimited data rate in the US. But they don't have good coverage.

I don't think such a thing exsists. Nobody but you wants just weather I am guessing. You either get all the features or none. And they are not cheap. My suggestion is look at the sky, check the weather radar on an IPhone and dress accordingly.
