You are riding on public roads funded and built by the government. If you want to play there, you need to abide by the rules of the organization designed to protect us from potential offenders. This includes speed limits, obeying traffic lights, using turn signals, wearing seatbelts, and wearing a helmet.
If one want to play or advocate playing Russian Roulette by not wearing a helmet, one is more than welcome to purchase some huge acreage in the boonies and ride there.
