Been with Allstate a lot of years with no complaints and a fair rate .. Switched to Progressive once and won't be using them again ..

I've never had the occasion to use my insurance (knock on wood) and I've had Progressive for years. They're cheap and nice to talk to on the phone. I think my premium is down to about $70 a year.

We're also with Progressive, I have no idea how their service is when paying out on a policy and I hope I never will know. (-: We've got full coverage on two bikes and it's cheap enough that I can't honestly recall what we paid. I wanna say it was $250 for both bikes for the entire year, but it might have been that much for each bike.
I can tell you this though, their customer service has always been excellent for me. I have to tell my story in that regard: I was at the DMV buying a temp-tag for a car I was selling, and it came to light in the midst of that transaction that at some point someone there at Progressive had fat-fingered the VIN for the car on my policy. It was a 2000 Focus, but Progressive had it down as a 2002 Focus according to the VIN. So I'm at the DMV, the woman there tells me she can't do my temp tag until the policy is corrected, so I sit down and whip out my cell to figure it out.
The rep I got at Progressive, as all the rest have been, was very helpful and efficient and got everything done immediately. I'm on my way to the window to put the Progressive rep on the phone with the DMV schlub, and drop my phone. It comes open, of course, battery skitters across the floor, and I think 'great, now I'll have to call Progressive back, explain the whole thing to another rep before I can hand the phone through this window and get this done.'
But wouldn't you know it? I get my phone put back together, just in time for the gal from Progressive to call me back!! That sounds simple enough, but I was floored by that level of customer service. We got disconnected, and she called back. Which saved me having to explain the whole thing to another person. So yeah -- we're with Progressive.

I have use Reliance Insurance Company. It gives me complete insurance cover on the road and off it.
