Just bought myself a Honda Zoomer. It currently won't get above 28mph. Can anyone point me toward help getting it deregulated?

most of them scooters have the restriction in the header pipe where it bolts to the head.it was formerly just a flat washer with a small hole in it.you unbolted the pipe from the head and threw away the washer then put the bolts back in.my 50cc vino had the washer welded in the pipe.i had to manipulate it with a hammer and chisel to get it out.it went from 28 mph to 42mph.on level ground.
