It works sort of like those air tubes on a swinging screen door, but in both directions. It helps prevent a sudden swing to the left or right. But hopefully won't change normal handling tooo much.
Of course I'm generalizing from a single example here, but everyone does that. At least I do.

If you are going to make a practice of riding really fast on a crotch rocket, a good steering damper is well worth the $450 - $500 they cost.
When the front end gets light it makes it harder for the bars to swing loose.

Any short angled bike will have a likely application. Gixxer, Ninja, CBR - punch "steering stabilizer motorcycle" and you'll find a bunch of applications. Not very likely you'd see them for cruisers though.
