It works sort of like those air tubes on a swinging screen door, but in both directions. It helps prevent a sudden swing to the left or right. But hopefully won't change normal handling tooo much.
Of course I'm generalizing from a single example here, but everyone does that. At least I do.

Easy. The damper is connected to the bars and runs to the frame. It is a small shock absorber. It stops the handlebars from being free to just swing back and forth (a tank slapper). The lighter and sportier the bike the more likely a steering might help.

oh i see.......now are those for really sporty bikes? or would you put on on for example a gixxed 750?

Any short angled bike will have a likely application. Gixxer, Ninja, CBR - punch "steering stabilizer motorcycle" and you'll find a bunch of applications. Not very likely you'd see them for cruisers though.
