haha i was waiting for this type of thing to hit here. It's been brought up on the car forum i've been on as a joke a few times. What they do is trick your MAF sensor into thinking it's a steady 58* F or so. This causes the intake to take in more air, effectivly *slightly* boosting the power, well killing your MPG. If you REALLY want to try it, head to radio shack/electronics store and ask for a 1k ohm resistor, as that is all it is.
Also, this makes it totally useless to most bikes, as they are offten carburated. Besides, i don't know if the EFI bikes even have a MAF sensor setup the same as a car.

It will supposedly work on a air temp sensor, tricking it into thinking the air is cooler and dumping in more fuel. That is what i have read.
