WHat bike is the best learner bike?

Im 17 soon and im looking to upgrade my hairdryer on wheels (scooter) to a proper motorbike and im wondering what you people think is the best learner bike out.

I would like a RG125 but there quite old or new altertative is a honda cbr125r...but i like a few that are out what do you think is the best?

In the states they don't have restrictions (not that I know of) but I know in Europe ya'll gotta get L plates and have them restricted correct?

I'm not sure, in that case. Try over at bikechatforums.com

They're mostly European over there.
