If you are looking for top quality bags, albeit not cheap, then take a look at Boss Bags. They are super strong, weather tight with top quality leather. They are sized numbered, with the number referring to the number of cans of your "favourite beverage" that can be held in each bag.

When I got saddlebags for my savage back in the day, I just rode over to the local store and said, "I want bags for my bike. Can you help me find something that'll fit?"
The sales guy and I grabbed one of every reasonable size and took them outside to compare to my bike. Then I bought the ones that looked the best to me.
