Stick a magnet on it. If it sticks it's steel if it don't it's aluminum. Some people think that you can't weld cast aluminum but you can.

I'm willing to bet it is steel, especially from around that time.

Try to find a forum that caters to your type of bike, and ask if any of them have an extra kickstart. I find that the specific bike community forums always have someone who has everything.
