Good price for '97 gs500?

Good price for '97 gs500?

I found a 1997 gs500 in my area and he's selling it for $1700. Is that a good price or should I try to haggle the price down?
Also he sent me some pictures through email and it looks good to me but I don't know much about bikes.
Description he gave:

Clean title
18,8xx miles
K&N pod air filter
Yoshimura exhaust
150/50 rejetting
New chain / front sprocket

Blue in color, could use cosmetic work.

$1400? Really?

I suck at haggling though.

Walk in with cash, offer him $1200. He'll say something like $1500, then you say $1400 or no deal. Then you mention you have cash and he'll go "fine..."

I'll see what I can do but I really don't mind paying $1700 if I have to.

Also is there anything I need to know about the process of buying the bike? Do I have to do anything besides paying him? Is there any other steps I need to take to make the bike legally mine besides paying him and receiving the bike and title?

just like buying a car. he signs off on the title you sing onto the title.

Sorry, I have no idea how the whole process works.
When you go to register it, you have to pay a sales tax, which is 7% in most places in the US, as well as an ad valorem tax, and like $20 for your license plate. Also insurance, but that shouldn't be too bad for that bike.
