I have an SV650 and I think it is too powerful for a beginner. Lots of people think it is fine for a beginner.
Sounds to me like you might want to look at a Suzuki GS500F or a Suzuki GS500. Those fit all of your criteria, but are a little more manageable than a Suzuki SV650.
