Why "reduced effect" bikes in the early 80s?

I bought a "Reduced Effect" BMW 800cc twin for peanuts. It was a German market model restricted to 20hp. They restricted it by plugging one of the carburettors. Took out the restrictor plug (5 mins worth of work) glued a euro 5 cent piece in its place and voila, instant 50hp bike ... (That I only paid $1000 for) Check it out -

Yep, in '84 though. 1st gen magna was '82-'86, 2nd gen '87-'88, and 3rd gen '94-'02 I think. US models from '84-'88 were 700cc and the rest were 750cc.
