I thought this area was bad for motorcyclists but...

And anyway, the normal rule is this:

22400.  (a) No person shall drive upon a highway at such a slow
speed as to impede or block the normal and reasonable movement of
traffic, unless the reduced speed is necessary for safe
operation, because of a grade, or in compliance with law.
-- California Vehicle Code.

Notice the "because of a grade" and "or in compliance with law"... now take your law of bicycle riding which states it is legally required that you ride on the road and you find that it is legal for a bicycle to impede or block the normal flow of traffic in some circumstances.
Ride it like you think owning it matters.

all this is saying, is then when the road isnt wide enough, the bike shouldnt ride as close to the right as possible. No where does it say the bike shouldnt be in the lane at all. This is one of those cases where the bicycle would have to take the entire lane unless there was a minimum speed posted.

i did. see my post above. Nowhere does it say the bike isnt allowed to be on the road, it jsut says it shouldn be in the right part of the lane.

So? This doesn't say that bicycles are not allowed to use the road, merely that they should stay as far to the right as safely possible. This is no different than a slow motor vehicle holding up a long line of other vehicles. The slow vehicle should move over and allow others to pass.

Judging all bicycle riders by those who don't follow this rule is no better than judging all motorcycle riders by the squids who do wheelies and other stunts on the public roads.

That the only point I'm trying to make! So bicycle rider Bob has no more right to ride 6 mph in a 35mph road than does Freds car or Hank M/C. Those vehicle must travel as far right as possible.

Yeah, that took long enough.

One last thing I want to point out is that bicyclists ride as far to the right as safely possible. This doesn't mean we always ride in the gutter. We often need to move left to avoid crap and dangerous conditions near the right side of the road (including parked cars--for some bizarre reason, it's legal to park in most bike lanes in California).

You still haven't answered my question as to why a motorcyclist has to pay to use the road (via registration and insurance) and a bicyclist doesn't.
