A bag tax seems to defeat the purpose! A deposit and return on bags would be much more effective.

I like how the grocery clerks put one thing in a bag that could easily hold several items. That would be another way for them to make money, buy 10 things and use 10 bags. Make the tax a dollar a bag, then you will see some action on that one for sure! Or make bags out of hemp. When you're done using it you just shmoke it up.
