Without a coil to increase the voltage, no. Besides that, for what reason would the current flow through the person? Why would current flow out of the bike's frame, through the person, and into the ground? Powerline repair personnel grab ahold of wires carrying hundreds of thousands of volts and do not get shocked because there's no path to the ground.

Then it needs to be set up so that touching a certain part of the bike completes the circuit. By wat of example, grabbing the gear shift lever attached to the positive terminal and moving it up or down brings your hand into contact with a different wire connected to the negative terminal. In which case, if wet your hand will serve as an able conductor to complete the circuit.
It'd be tough to set up, but it is possible.

to complicated, lets just shoot em, but ya zoo, a proximity alarm works, to enough said here.

I like the pressure washer idea. Take some skin off, put a few eyes out... they won't ever touch it again.
But seriously, if it's on your property and you hook up a shock system and set a no trespassing sign on your lawn, and then they get zapped and complain, you aren't at fault because they shouldn't have been on your lawn in the first place. Hmmm... but then it might come down to who can afford the better lawyer...
New idea! Ask the kids to stop messing with it, and explain that it's a really expensive machine and you could possibly be killed if they mess something up. That's what I'd do. Then if it keeps happening:
Park it in your house.
Or clean up your garage and make room for it.
Or buy an alarm, but that's more expensive than cleaning the garage.
Report it to the cops. Police involvement usually works.
And that's all I can think of for now.

I'd fit an alarm, but if that were too expensive I'd think of attaching some sort of locking device to the base of the covers so that they couldn't be taken off.
But I liked the idea of water. You don't need much: a bucket, a pump, a piece of hose hidden under the bike and rigged up to one of those motion detectors that trigger security lights. There are loads of possibilities here. Have fun. Be ingenious.
What about a large pit covered with cardboard and earth and lined with the remains of your compost bin?

Personally, I like the paintball idea. Something that would ruin their clothes. You may wanna set up a time lapse camera just in case. Plus you may win 50k on AFV.
