I don't know much about the engines themselves but for some reason a carb adjustment doesn't seem like a very expensive thing. Maybe even a Do it yourself ? :D

the charging system on the 750 vulcan is known to be crappy.
very expensive to repair.
i would look for something else.

there are so many good bike, with lower mileage that do not need any work. Just take your time and look carefully. I found a '95 Nighthawk with 3500 miles for way under $3K.

The Kawasaki Vulcan VN750 is the most bullet proof bike on the
market, and has been around virtually unchanged since 1984-85.

The charging system is OK, it can be helped by moving the R/R (rectifier)
to a cooler place on the frame, but not necessary unless you are in the
desert.

The bike is very easy to work on overall, gets 50-55 mpg in town and
55-60 on the highway...honestly!

The only thing that comes close to being bullet proof like the VN750 is
the Honda 1100cc shadow spirit.
