I fix tanks for a living http://empiregp.com/

When you say rusty tank it can mean a few different things, is it rusted and is clogging your fuel filter or is it leaking gas? If you have rust on the inside and are getting junk in your filter you can seal the tank, we use
Phenol Novolac Epoxies which a new breed of chemical resistant materials, able to withstand permanent immersion of many harsh solvents, fuels and oils. This Epoxy has much better bond strength than single component products, with strengths of up to 3000 PSI. it also leaves a glass like finish on the inside of the tank, it will seal spots where the gas may be seeping through but not leaking. This is fairly inexpensive process.

I have repaired many tanks that the owner claimed had a few pin holes, this is an example of what was sent, and what we had to do to make the repairs, it was still less than half the cost of replacement even though the work is so extensive.

This is what the tank looked like when we got it, it does not look that bad

This is how much metal I had to cut away in order to find something with some integrity so I could weld to it
