Really? Most I see on scooters are 20-somethings wearing an iPod (saw one talking on a cellphone on his scooter). Never seen any scooter riders around here with any gear (not even a helmet). I used to wave and I take notice of them but don't wave unless they wave at me first. I realized quickly that I could send up a flare and they wouldn't notice me because they aren't paying attention to anything, let alone see me waving at them.
