I have no reason to doubt the information. The "About" section of that site seems very legit as the focus is not solely on helmets.

Here in Mexico the helmet is required for law.... But in some small cities, like mine (La Paz, BCS) the transit police usually are not very hard with that. The motorcycle messenger of my company doesnt like to wear it and he got only 4 fines in a full year because of that. The fine is only 20 bucks each.... :humm:
