Pay attention to what happens around 10 minutes in.
Emissions tests of the engine confirm that CO and CO2 are being emitted out of the tailpipe in pretty much the exact numbers you'd expect from a gasoline engine.
The "inventor" tried to explain it away as oil mixing with the water or whatever, but that doesn't even make sense.

Same story, different decade. Whenever oil prices are up, you will get backyard inventors that come up with engines that run on water and 200 mpg carbs. These guys popped up fairly frequently in the 70s and early 80s.
I agree with Jonnythan. The emissions profile is that of an engine burning a hydrocarbon fuel. The percentages don't support the claim that it's just lubricating oil from the cylinder walls.
What this guy has achieved is a way to hide his gasoline supply. Probably in the tubular frame.

It physically takes more energy to separate the O2 and H2 than you get back by burning it.

Yeap, can't beat good ole water thats been fractionally distilled from crude oil... although it did seem unusual to me that molecules made entirely from hydrogen and oxygen can suddenly produce emissions containing carbon... especially in quantity, E=MC2 means that would take a "poo poo" load of energy to do, if it were possible
