I have a 2000 Honda 750 Shadow ACE and so far I love the bike with one exception. When riding on the highway (65MPH) the bike seems to be revving pretty high. Can I drop down two teeth on the rear sprocket and take a link out ? It just seems to need another gear on the highway. How badly will this effect my low end? Thanks for the help,

How high is pretty high? I seem to recall that a shadow has a redline somewhere around 8000 to 9000 rpms. My buddy runs his as 140km/h regularly with no adverse affects so far. It's 3 years old now.
Of course I'm generalizing from a single example here, but everyone does that. At least I do.

If you lower you cruising RPMs, I think you will also loose some low end power and torque. But if you do mostly high speed cruising and don't mind losing acceleration power, I guess it would be okay.
Instead of changing the sprokets, you could also get a slightly taller tire, it would have the same effect. Smaller tire, higher RPM but faster accelaration.
You need to add another gear, but the only problem with that is you would need a new transmission. The easiest way to get a new trannie, is to get a new bike. An I know that's expensive
