Unfortunately, in SA you can write a learners at 18 and then go direct to a dealer and buy the latest liter super bike, dress in the usual squid latest fashion and then go out, kill yourself and possibly others. Who cares, it's not like a politician took some bribe money, OH wait no one gives "poo poo" about that either, or maybe we have acid water flooding up from the mines under JHB, NO no one cares either.
