I know it's already been answered, but backpacks are perfectly legal. Personally I think it's safer than saddlebags.

Don't worry about Mom. I've scrapped guys off the ground and my step moms a reconstructive plastic surgeon. I ride a bike (smart, or at worst smart dumb instead of dumb dumb) and she's behind the idea.
Some people are just fruity and have to prove a point.
Ya law books are very vague. I was checking into getting aftermarket signals and I wanted to verify with the state the legality.
I called my local station, they had no clue, called the county, nothing, called the state patrol & the guy said..."well if it's hard to see I might pull you over."
Wyoming isn't too bad. Would be a major change from AK though. Gets about as cold as anchorage but we dont get anywhere near the rain you get. Plus we roast in the summer.
Its also pretty boring here in the winter (unless you ride a sled, lots of places to take a sled here in the winter).
Great riding roads in the summer though, lotsa twisties, especially down in CO.
About backpacks being safer, I would rather have everything up above the seat than down by the moving parts. I've heard horror stories of people's side bags breaking and getting caught in the rear wheel and making them wreck.
Statistically I have no idea. Just personal preference.
