affect the bike at higher rpm?
or is it just for iddling?
meaning does it affect the mixture while cruising?

I agree with the idling only part, but doesn't the idle speed screw set the butterfly gap and the idle mixture screw (often plugged on newer bikes) regulate the air/fuel mixture in the idle circuit?
